Calculation Rules
(1) When calculating scaffolding for interior and exterior walls, the areas occupied by door and window openings, ring openings, and similar features shall not be deducted.
(2) When a building has sections of varying heights, calculations shall be performed separately for each height.
(3) If the scope of work contracted by the general contractor does not include exterior wall finishing work, or if the exterior wall finishing work cannot utilize the main structure scaffolding, the main structure exterior scaffolding or exterior finishing scaffolding items may be applied separately.
Exterior Scaffolding
The height of exterior wall scaffolding for a building is measured from the designed outdoor ground level to the eaves. The quantity of work is calculated in square meters by multiplying the length of the exterior wall's outer edge (including projections such as wall piers that protrude more than 240 mm from the wall surface, which are unfolded according to the dimensions shown in the drawings and included in the exterior wall length) by the height.
For masonry heights of 15 m or less, single-row scaffolding shall be used; For heights exceeding 15 m, or for heights less than 15 m where the area of exterior doors, windows, and decorative elements exceeds 60% of the exterior wall surface area (or where the exterior wall consists of cast-in-place concrete or lightweight block walls), calculations shall be based on double-row scaffolding; for buildings exceeding 30 m in height, calculations may be based on double-row scaffolding with steel cantilever platforms, depending on project conditions.
For independent columns (cast-in-place concrete frame columns), calculate the area in square meters by multiplying the perimeter of the column's structural outline (as shown in the drawings) plus an additional 3.6 m by the designed column height, and apply the single-row exterior scaffolding item. For cast-in-place concrete beams and walls, calculate the area in square meters by multiplying the height from the designed outdoor ground level or the top surface of the floor slab to the bottom of the floor slab by the net length of the beam or wall, and apply the double-row exterior scaffolding item.
For steel pipe scaffolding cantilevered from a steel platform, calculate the area in square meters by multiplying the length of the outer edge of the exterior wall by the design height. The cantilever width for the platform has been comprehensively determined in the rates; when applying, use the appropriate rate item based on the specified height.

Internal Scaffolding
For internal wall scaffolding in buildings, where the height from the designed interior floor level to the underside of the ceiling (or halfway up the gable wall) is 3.6 m or less (excluding lightweight block walls), single-row internal scaffolding shall be applied; where the height exceeds 3.6 m but is less than 6 m, double-row internal scaffolding shall be applied.
Interior scaffolding is calculated based on the vertical projected area of the wall surface, and the interior scaffolding item shall be applied. For various lightweight block walls and other types where scaffolding openings cannot be left in the interior walls, the double-row interior scaffolding item shall be applied.

Scaffolding
For interior wall finishes exceeding 3.6 m in height where the original masonry scaffolding cannot be utilized, decorative scaffolding may be calculated according to the rules for interior scaffolding. Decorative scaffolding is calculated by multiplying the double-row interior scaffolding rate by a factor of 0.3.
When the decorative surface of an interior ceiling is 3.6 m or more above the designed interior floor level, full-area scaffolding may be calculated. Full-area scaffolding is calculated based on the net interior area. When the height is between 3.61 and 5.2 m, the basic level is calculated. For heights exceeding 5.2 m, an additional level is calculated for every 1.2 m increase; increases of less than 0.6 m are not counted.

When exterior wall decoration cannot be performed using the main scaffolding, exterior wall decoration scaffolding may be calculated. Exterior wall decoration scaffolding is calculated based on the designed exterior wall decoration area, applying the corresponding standard rate items. Exterior wall painting or coating work does not require the calculation of exterior wall decoration scaffolding.
After calculating full-area scaffolding in accordance with regulations, scaffolding is no longer calculated for interior wall decoration work.
