II. Inspect the Appearance and Specifications of Steel
Visual Inspection:

  • The steel surface should be free of defects such as cracks, oil stains, or rust, and must not exhibit pitting or slag inclusions.
  • Verify that the dimensions and specifications of the steel meet design requirements; for example, deviations in rebar diameter must comply with national standards.
  • The ends of the steel should be straight and free of bends, with smooth cuts and no burrs.
Random Sampling of Dimensions:

Conduct random sampling tests on materials such as rebar and steel plates, with no fewer than 3 pieces or 5 items per batch, to ensure their mechanical properties meet standards.
Third-Party Testing:

If there are doubts regarding materials provided by the supplier, commission a third-party professional testing agency (such as SGS or BV) to conduct testing.

III. Pay Attention to Contract Details and Management
Contract Terms:

  • Clearly stipulate terms regarding processing losses, scrap disposal fees, and other matters to avoid disputes caused by ambiguous contract language.
  • Verify recipient information to avoid unclear liability due to incorrect details.
Material Management:

  • Upon arrival, materials must be stacked in designated areas, clearly labeled by type and specification, and protected against rain and moisture.
  • Reused materials must be inspected in batches, with a sample size of no less than 5% of the total quantity, and no fewer than 3 items per batch.
IV. Preventing Fraud and Pitfalls
Beware of Low-Price Temptations:

  • Do not blindly trust low-priced steel; avoid purchasing substandard products simply to save money.
  • Monitor market conditions to avoid paying inflated prices.
Prevent Secondary Adulteration:

Unqualified steel must not be mixed into the construction site; any such instances must be addressed immediately upon discovery.
Prevent Counterfeits and Substandard Products:

Check whether the steel has metal tags and quality certificates; if necessary, use spark testing to verify chemical composition.
V. Storage and Transportation
Storage:

Steel should be stored in a dry, well-ventilated area, avoiding direct contact with the ground to prevent rust.
Transportation:
